The Great White Throne Judgment?

In this episode, Dr. Betters answers the question, Peggy asks "What about the great white throne judgment? If all unbelievers go to hell for eternity then what is the need for the judgment? Why would God take them from hell to be judged and just put them back in the same place for eternity? I'm confused."
