Does God still want us to tithe when we are struggling financially?

In this episode, Dr. Betters answers the question, "Does God still want us to tithe 10% of our gross income when we are struggling financially? Despite us both having full-time jobs and cutting back in sooo many ways, because of unexpected medical bills, an unexpected funeral bill, etc, we still can never pay our credit card bill. It's a huge weight on our shoulders. No matter how hard I try, I'm ashamed that I'm not able to give my tithe out of joy as God desires, because I'm always thinking how 1/2 of our yearly tithe amount would eliminate our credit card bill.
